The 25th Plenary Meeting of the 14th Standing Committee of the Supreme People’s Assembly of the Democratic People’s Republic of Korea took place at the Mansudae Assembly Hall in Pyongyang on April 11.

It was presided over by Choe Ryong Hae, member of the Presidium of the Political Bureau of the Central Committee of the Workers’ Party of Korea, first vice-president of the State Affairs Commission of the DPRK and chairman of the SPA Standing Committee.

The meeting was attended by Kang Yun Sok and Kim Ho Chol, vice-chairmen of the SPA Standing Committee, Secretary General Ko Kil Son and other members of the SPA Standing Committee.

Present there as observers were relevant officials of the SPA Standing Committee, the Secretariat of the Cabinet, ministries and national agencies.

Put on the agenda for the meeting were such items as the adoption of the DPRK law on management of scientific and technological talents and the recall and election of judges and people’s assessors of the Central Court of the DPRK.

There was a report on the main contents of relevant draft laws deliberated on by the SPA Legislation Committee.

The law on the management of scientific and technological talents sets it as its mission to ensure the unified control and management of them by the state at a higher level, and to make sure they play a core, leading role in economic development and improvement of the people’s living standards.

And it also contains principled issues for further improving management of talents including the matter of establishing the traits of attaching importance to scientific and technological talents in all sectors and units and those arising in improving their qualification and ensuring their working and living conditions while training and registering them systematically.

After studying and deliberating on opinions as to the draft laws, the plenary meeting adopted the law of the DPRK on the management of scientific and technological talents and others as the decrees of the SPA Standing Committee.

The plenary meeting recalled and elected judges and people’s assessors of the Central Court of the DPRK.
