The North Hwanghae Provincial Posts and Telecommunications Management Bureau covers a small area, and the number of its employees is also small.

However, it has become a provincial model in the technical and cultural aspects.

It has presented many sci-tech achievements at the sci-tech festivals held every year, earning a great acclaim.

Its five-storey building is furnished with an air-conditioning system based on solar and geothermal energy. The fish pond and animal shed in its compound are of great benefit to its employees.

The secret is that it has attached importance to the talented persons.

“Until a few years ago, we were very backward. But we opened a breakthrough in changing our bureau by building up the ranks of talented persons,” said Mun Chang Jun, deputy director of the bureau.

The management bureau learned who were talented persons in the units under it and channelled great efforts into the work with them, providing them with sufficient working and living conditions, and leading them to acquire a broad knowledge to make various studies with even one idea.

For example, it refashioned its building into energy-saving one.

Launching into the project, it formed a technical team and tasked it to present an excellent design.

Thus, an air-conditioning system based on geothermal energy was presented, and a monitoring system based on solar energy established.

The water scores of metres under the ground, whose constant temperature is 14℃, is pumped up and the boiler, run with the help of geothermal energy and biomass, use it to ensure air-conditioning; the solar energy system provides part of the electricity needed for illumination, office equipment and air-conditioning.

The water used for air-conditioning is stored in a tank and purified; then it automatically flows to the wading pool and public bath in the leisure complex. So the complex is supplied with hot and cold water without using electricity.

Later, the technical team presented one valuable technical innovation plan after another for the development of the bureau.

 “Hwanggumyolmae”, a program which it developed jointly with the Agricultural Informatization Institute under the Academy of Agricultural Sciences, helps the agricultural workers to resolve agricultural sci-tech problems with the help of smartphones. And “Sanmae” 1.0, a program of mobile telecommunications bases monitoring for the scientific and safe operation of mobile telecommunications bases, a drinking water management program for the urban administration sector and many other technical tasks they undertook and introduced prove beneficial in reality, serving as a solid foundation for the development of the bureau.
