In the 1980s and 1990s it was the general understanding that investment in education doubled the economic growth rate, but in the new century it has become a common understanding that a mere 1% rise of investment in education leads to a considerable GDP growth of that country. Other information shows that school performances of students in the field of general education of a country are in proportion to its economic growth rate.
As seen above, the view that investment in education is not a consumptive investment but a productive one has been reinforced today.
Only when the level of education is elevated, can a large number of qualified personnel be trained and the development of the country be accelerated.
Regarding the development of education as a permanent affair and strategic task, the Workers’ Party of Korea has set it as an important policy at every stage of the developing revolution and forged ahead with its implementation.
In the past five years alone, important meetings of the WPK including the Eighth Congress of the Workers’ Party of Korea and the fifth, sixth, eighth and ninth plenary meetings of the Eighth Central Committee of the WPK and those of the 14th Supreme People’s Assembly of the DPRK discussed the issue of rapidly boosting the educational foundation of the country to a higher level.

State measures for the development of education have increased year after year thanks to the educational policy of the WPK which makes unsparing investment in education for the future of the country, no matter how grave difficulties may stand in the way of advance of the Korean revolution.

With model schools and kindergartens being built on a large scale, more than 340 schools, over 780 branch schools and 150-odd kindergartens were newly built or renovated in 2024 and a series of construction projects of educational units including Jonjin Senior Middle School, an integrated school in Rangnang District, were completed in 2025.
In particular, the programme for improving educational environment in the rural communities was dynamically pushed forward to carry out the tasks set forth at the enlarged meeting of the Sixth Plenary Meeting of the Eighth Central Committee of the Workers’ Party of Korea held in December 2022.
The 11th Plenary Meeting of the Eighth Central Committee of the WPK, in which the matter of consolidating the country’s educational foundation was brought up as an independent agenda item, discussed and decided on the issue of systematically increasing the rate of expenditure on education.
