An immortal programme for the victorious advance of the socialist cause was elucidated at the First Session of the 15th Supreme People’s Assembly of the DPRK.

In the policy speech “On the Tasks Facing the Government of the Republic at the Present Stage of Socialist Construction”, the respected General Secretary Kim Jong Un reviewed the work the state carried out in the 14th term of the Supreme People’s Assembly to achieve remarkable success through strenuous efforts, and put forward important tasks to be tackled by the DPRK government in accelerating national prosperity and the people’s well-being in keeping with the requirements of the reality in which the Korean-style socialist cause entered a new stage of development, and the ways to that end.

They constitute a definite scheme for struggle guaranteeing the successful implementation of the new five-year plan advanced at the Ninth Congress of the WPK.

The policy speech clarified the issue of directing primary effort to consolidating the economic foundations for proceeding to the next stage by concentrating state investment on technical modernization of the overall national economy including key industries and the issue of making sustained efforts to develop agriculture, fisheries and light industry which are directly linked with the people’s living.

It also underlined the issue of correctly implementing the socialist policies for schoolchildren.

The production and supply of school uniforms for schoolchildren constitutes a policy of the Workers’ Party of Korea which regards it as the primary affair that should be carried out unconditionally, not the one that is conducted under favourable conditions and that may be skipped under difficult conditions, and an eternal state policy of the DPRK. 

In addition, the policy speech illuminated the issue of successfully settling the people’s housing problem and expanding the construction work for constantly creating a higher level of civilization also in the period of the new long-term plan.

It emphasized the need to build modern and convenient dwelling houses and new streets in different areas including the Hwasong area in the capital city and houses in provincial capitals and rural and coal mining villages in the period of the new long-term plan.

The respected General Secretary said in the policy speech that the DPRK government will provide the solid foundations for development in 100 cities and counties by persistently and perfectly pushing ahead with the construction project related to the regional development policy in the new era during the long-term plan, while consolidating the successes achieved in the course of implementing the policy.

As the Party adopted and promoted the Regional Development 20×10 Policy, foodstuff, daily necessities, clothes and other regional-industry factories were wonderfully built in 20 cities and counties each year in the past two years.

The policy speech also specified all tasks to be carried out by all sectors of the national economy, including the matter of improving economic guidance and management, the matter of drastically enhancing the quality of products and the matter of taking economic and practical measures necessary for establishing discipline and order in the external economic sector and spurring foreign trade.

Besides, it clearly indicated the tasks to be carried out by the government at present and the ways to that end, such as the tasks facing the fields of science, education and public health to steadily increase sci-tech capabilities and develop the socialist culture and the matter of more strictly establishing the socialist way of life and moral discipline throughout society.

All the state policies have always been translated into reality irrespective of conditions, favourable or unfavourable, which has further strengthened the people’s confidence in the government. As the Korean people have clearly realized the advantages of socialist policies through their actual life, they have enthusiastically supported every state policy whenever new one has been put forward, and turned out for their implementation.

Since they received the respected General Secretary’s policy speech, they have vigorously stepped up socialist construction, overflowing with the belief in a happier life and optimism about a more beautiful future.
