At the time when the cheers for inaugurations celebrating the steady success in implementing the regional development policy are ringing out, stirring up the whole country in 2025, a modern paper mill was built in South Phyongan Province to greet the auspicious moment of inauguration, opening up another new field in putting the regional industry on an advanced basis.

The paper mill, which has been built in Unsan County of South Phyongan Province as a model one according to the Workers' Party of Korea's decision to build a paper production base in each province to satisfy its demand, will mass-produce paper for writing, packing and toilet and other paper products.

The paper mill, built in Unsan County of South Phyongan Province, was inaugurated with due ceremony on December 28.

Kim Jong Un, general secretary of the Workers' Party of Korea and president of the State Affairs of the Democratic People’s Republic of Korea, attended the inauguration ceremony.

All the participants paid the highest tribute to him who came with warm blessings regarding the creations that would contribute to improving the people's wellbeing as the most precious wealth.

Present at the ceremony were leading officials of the Party, government and armed forces organs and other members of the central leadership of the Party, officials of ministries, national agencies, South Phyongan Province and Unsan County, working people, employees of the mill and scientists and technicians of the State Academy of Sciences.

Ri Il Hwan, secretary of the Central Committee of the WPK, delivered an inaugural address.

He warmly congratulated the scientists and technicians, builders of the province and workers of different enterprises who successfully built the mill of weighty significance in developing the paper industry of Korean style and satisfying the country's long-term demand for paper.

He said that under the wise leadership of Kim Jong Un, who gave detailed guidance over the design and formation plans of the structure and sent a sci-tech force so as to ensure the specialization and functionality as a paper producer, the construction of the Unsan Paper Mill had been pushed forward with confidence from the beginning and it took on a full appearance as a comprehensive production base.

He noted that Kim Jong Un visited the mill ahead of its inauguration to encourage and highly praise the scientists and technicians who contributed to the development of the paper industry of the country and stressed the need to steadily develop the papermaking method and technology of Korean style, adding that his instructions served as an important guideline that put the paper industry on a definite development stage.

He said that the officials and working people in the province, entrusted with a task for building a paper mill by the Party, dynamically launched a collective innovation movement to finish the construction work in a qualitative way and make and install a lot of equipment, thus creating a model for the whole country in implementing the Party's policy on developing the regions and improving the people's living standards under the uplifted banner of self-reliance. He also noted that the Korean scientists and technicians achieved proud successes in establishing a new paper production technology, to which the Party attaches importance, with an extraordinary pioneering spirit and enthusiasm for creation.

The speaker called for continuously making strenuous efforts to successfully carry out the regional revolution that is most urgent in improving the people's standards of living and realizing the comprehensive development of the state, saying that the regional development is a sacred undertaking to steadily transform our life and environment into a high stage of modernity and progressiveness.

He met officials, scientists and technicians of the State Academy of Sciences who took part in the inauguration ceremony, and encouraged them who made a great contribution to the development of the country's paper industry by keeping the WPK's spirit of self-dependence and self-sustenance as an element of their faith.

He appreciated that the paper-manufacturing technology, capable of turning out various products with several kinds of woods and locally available raw materials, was introduced and a new mill of great economic efficiency and profitability was completed to provide a model experience for other provinces to build paper mills by themselves.

He said that the decision of the Party Central Committee to establish a paper industry in each province is the one embodying the principle of optimization in construction and correctly reflecting the present situation and economic potential of the regional areas.

We should pursue the clear goal and purposefulness in the development of our-style papermaking method and technology based on locally available raw materials in meeting the demand for paper essential in all fields of science and technology, education and cultural life, he noted, stressing the need for the mill to ensure the efficiency and sustained growth of production and fully guarantee the quality of products by managing equipment, manpower and technology in a responsible manner.

He clarified the principled issues to be adhered to in the construction of paper mills to be expanded and promoted on a nationwide scale on the basis of the experience gained in the construction and operation of the Unsan Paper Mill.

He highly praised the scientists and technicians of the Paper Engineering Institute of the State Academy of Sciences for greeting the Ninth Congress of the WPK with proud successes.

Going round the mill, the participants in the inauguration ceremony keenly felt the painstaking efforts of the great father, who is putting his heart and soul into implementing the regional development policy for fulfilling the long-cherished desire of the people, and were convinced of the hope-filled future of the country to be further prosperous under his benevolent care.
