General Secretary Kim Jong Un’s Revolutionary Activities

This year has witnessed the proud epochal achievements in the regional construction, which made another leap forward in terms of modernity, economic profitability and prospective with a goal of reaching a level set higher than last year, according to the far-reaching regional development strategy of the great Workers' Party of Korea.

Kim Jong Un, general secretary of the Workers' Party of Korea and president of the State Affairs of the Democratic People's Republic of Korea, inspected regional-industry factories in different counties nearing completion on December 3.

He was accompanied by Jo Yong Won and Pak Jong Chon, secretaries of the WPK Central Committee.

Comrade Kim Jong Un went round first the regional-industry factories in Sinyang County, South Phyongan Province.

He was greeted on the spot by the commanding officers of the army units involved in the construction, officials of design institutes, senior officials of the Party and power organs in Sinyang County and officials of the regional-industry factories.

He looked round the production, cultural and welfare facilities of the foodstuff, garment and daily necessities factories in the county one by one to learn in detail about their construction and preparations for operation.

Saying that he could see the level of construction and technical equipment of the construction units has remarkably improved as compared with that of a year ago, he expressed satisfaction over the fact that lopsidedness has definitely decreased and the level of balance and specialization has increased in the whole construction process.

Noting that the evaluation of the quality of construction depends on the finishing work, he indicated the orientation and ways for the construction units at all levels to radically raise the level of specialization and elaborateness in the finishing work.

He said that there might be difficulties as healthcare facilities, leisure complexes and others are expected to be added to regional construction projects from the coming year, but the People's Army has tremendous potentiality for creditably guaranteeing the implementation of the Party's policy on regional development and will powerfully lead the regional construction revolution to steady success with its rich experience and elevated enthusiasm for struggle.

Saying that modern regional-industry factories have been built in 40 cities and counties across the country in less than two years since the regional-industry revolution started, he noted this represents the eye-opening regional changes. The rural construction and regional-industry construction constitute a gigantic revolution geared to fundamentally improving the quality of the people's life and laying the material and technical foundations for the independent development of cities and counties, and we are right now going through the most responsible and important historic period of transition, he said.

He pointed out a series of deviations revealed in the construction of regional-industry factories and set forth some important tasks to be tackled in operating the factories, normalizing their production and providing the residents with various conveniences.

Referring to the incompatibility between architectural and process designs in the construction of a foodstuff factory, he said that irrational changes were made in contrast to the original plan, leading to re-construction, and he attributed this to the lack of proper guidance system and functional system to rectify such deviations in time.

In order to ensure high quality in construction in conformity with the needs of modernization and standardization and perfectly build factories as entities directly demonstrating our style of civilization and development, it is necessary to establish a more thorough system of tripartite consultation among design, construction and operation units, put construction on a scientific and integrated basis and steadily increase the proportion of dry construction in the building of industrial facilities and encourage it, he said.

Saying that the regular production and supply of various consumer goods basic and essential for the people's life is a crucial task in carrying out the Party's policy on regional industry, he particularly emphasized the need to increase the variety of specialities preserving the features of regional areas and improve the quality of daily necessities.

He said that it is important for the whole Party and state to pay attention to the development of regional economy, organize regional products shows regularly every year and carry out reviews and appraisals in a significant way so that regional-industry factories can develop competitively.

Saying that the People's Army was assigned the historic task of regional changes and this is an expression of the noblest trust in it of the Party, the revolution, the times and the people, he expressed expectations and belief that the officers and men of the construction units would continue to give full play to the fighting spirit and pattern of creation peculiar to the revolutionary army in the vanguard of the cause of realizing the long-cherished desire of the WPK and the regional people.

Comrade Kim Jong Un visited the Unsan Paper Mill newly built in Unsan County, South Phyongan Province.

He was greeted by Ri Kyong Chol, chief secretary of the South Phyongan Provincial Committee of the WPK, officials concerned and officials of the factory.

He said that the paper factory, which has been built first in Unsan County of South Phyongan Province on a trial basis according to the Party's decision on setting up in all provinces the modern paper mills capable of satisfying the relevant provincial needs, is of great significance in developing the Korean-style paper-making industry and satisfying the long-term nationwide needs.

Looking round a multipurpose paper machine, toilet-paper machine, paper container moulding machine and other production facilities which are associated with the pioneering spirit and enthusiasm for creation of Korean scientists, technicians and workers, he said that it is really laudable that several enterprises in South Phyongan Province and the Paper Engineering Institute of the State Academy of Sciences are taking the lead in solving one of the problems which the Party is concerned about most. He noted that he is particularly pleased that the Paper Engineering Institute has a clear prospective goal for developing our own paper-making method and technology, and extended praise and encouragement to the scientists and technicians of the institute.

In order to meet the demand for paper badly needed for all the fields, including science and technology, education and cultural life, it is necessary to steadily develop our own paper-making method and technology based on the raw materials in the country, he said, adding that all other provinces should more thoroughly discuss and decide on the issue of building modern paper mills within the period of the next five-year plan by drawing on the experience gained by South Phyongan Province in building a model factory.

The completion and inauguration season has come to review the results of the proud one-year creation and labour campaign which will be estimated by the people, he said, stressing that all the new regional-industry factories should make perfect preparations for their operation in a responsible manner before their inauguration ceremonies to be held in December. And he assigned some tasks concerning the promotion of the regional development policy.
