An enlarged plenary meeting of the Cabinet took place on April 3.

Premier Pak Thae Song, who is also member of the Presidium of the Political Bureau of the Central Committee of the Workers’ Party of Korea, directed the meeting.

It was attended by vice-premiers Kim Jong Gwan and Yang Sung Ho and other Cabinet members.

Present there as observers were officials of organs directly under the authority of the Cabinet, ministries and national agencies, chairpersons of provincial, city and county people’s committees, and officials of agricultural guidance organs and major industrial establishments.

The meeting reviewed the implementation of the first quarterly national economic plan for implementing the decisions of the Eleventh Plenary Meeting of the Eighth Central Committee of the WPK and discussed the measures for implementing the national economic plan for the first half of the year.

Pak Jong Gun, vice-premier of the Cabinet and chairman of the State Planning Commission, made a report.

He said that the first creations of the Regional Development 20×10 Policy of the Party started production, the spirit of an all-people offensive toward the Ninth Congress of the WPK was greatly enhanced and the scientific and technological force was steadily expanded, thus achieving proud successes in the implementation of the first quarterly national economic plan.

Analyzing and reviewing the defects and deviations revealed by several units in the implementation of the first quarterly plan, he referred to the need to intensify the struggle to overcome the passive and self-protectionist work attitude of officials expressed in the implementation of the Party’s economic policy.

Speeches were made at the meeting.

The meeting stressed the need to more thoroughly establish the well-regulated work system and order of unconditionally obeying the instructions of the Cabinet in the guidance and management of economic work and waging a dynamic struggle to carry out the Party’s decision.

It had an in-depth discussion of the issue of successfully finishing the sowing of crop seeds qualitatively in the right time and manuring and cultivating the early-ripening crops well, that of keeping closer organic cooperation between the relevant sectors and units and effectively accelerating the work of readjustment and reinforcement, correctly implementing the socialist policies including the childcare policy of the WPK and others.

The enlarged plenary meeting referred to the practical issues arising in providing a sure guarantee for the fulfilment of the five-year plan by carrying out the second quarterly national economic plan without delay by raising the enthusiasm for the all-people emulation for increased production and substantially stepping up the preparatory process for launching into the next stage development course and took appropriate measures.
