A new model base of advanced offshore farming has been successfully built in the Phungo-dong area in the city of Sinpho, South Hamgyong Province, under the new regional development policy of the Workers’ Party of Korea.
At a historic consultative meeting on regional economic development held in July, the respected General Secretary Kim Jong Un set forth a revolutionary policy on decisively boosting the regional economy by actively exploiting and utilizing all the economic resources and potentials of each region in keeping with its actual conditions. And he made sure that a model of offshore farming was created under the direct guidance of the Party Central Committee and energetically led the whole course of the project through his ceaseless immortal guidance.
The soldier-builders involved in the construction of the Sinpho City Offshore Farm brought about a brilliant change in the east coastal area within only some months, true to the order of the Party Central Committee. During the period, officials, technicians and employees of the farm have provided a firm sci-tech guarantee for increased production.
The inauguration of the Sinpho City Offshore Farm, a gift of love presented by the WPK to the people of the city, is a brilliant fruition of the outstanding ideas and leadership of Kim Jong Un, who made a determination for the epochal cause of regional rejuvenation for a simultaneous and balanced development of the whole country and is stubbornly carrying it out. It is also a proud epitome of the Korean-style creative struggle showing the future changes in all the coastal cities and counties.
An inauguration ceremony of the Sinpho City Offshore Farm took place with splendour on December 28.

When he arrived amid the playing of welcome music, stormy cheers of “Hurrah!” resounded far and wide.
All the participants broke into enthusiastic cheers, looking up with great emotion to Kim Jong Un, who made tireless efforts to make the December 2024 Plenary Meeting of the Party Central Committee an occasion for fresh advance and development, vigorously guiding the comprehensive rejuvenation of Korean-style socialist construction and is continuing his journey of devotion for the people’s wellbeing without a moment’s rest.
Present at the ceremony were members of the Presidium of the Political Bureau of the WPK Central Committee and other members of the Party central leadership body, members of the non-permanent committees for promoting the Regional Development 20×10 Policy at all levels, officials and working people in the province and the city, soldier-builders and employees of the farm.

Noting that we greeted the emotional moment of declaring the inauguration of the Sinpho City Offshore Farm, built as a characteristic creation for regional transformation in the area which had been only a white beach with pine trees five months ago, he said that this is the start of the important undertaking for ensuring steady progress of socialist construction, aspiring after a simultaneous and multiple development on a nationwide scale. And he continued:
In order to secure a substantial guarantee for the regional-industry revolution which the Party is stepping up with all efforts, it is necessary to lay foundations for sure and sustained exploitation and application. The cities and counties, where the areas of arable land are limited in comparison with a large number of population like the city of Sinpho should correctly find out the advantages in their natural resources and economic and geographical features to live and develop by their own efforts by relying on them.
The most precious income we have gained through the inauguration of the Sinpho City Offshore Farm is that the Sinpho people came to have a keen interest in the offshore farming which will renew the structure of our fishing industry and grasped the best method by dint of science. It is important for everyone to fully realize that the key to self-reliance and self-sustenance is in themselves, rather than talking about it in words, and put it into practice.
The farm's technicians and employees and the officers and men of the Korean People’s Army involved in the construction project clearly proved the truthfulness and validity of the Party’s policy with their firm faith in it and with their extraordinary determination and indomitable efforts, and the relevant sector of the KPA played a big role in laying the material and technical foundations of the farm by building and donating a new-type aquaculture mother ship.
It is a great pleasure for me to find a job for the people’s wellbeing, but what is prouder and more worthwhile is when I see all the people unanimously and whole-heartedly respond to my decision and prove the validity of the Party’s policy with sincere and stubborn efforts.
He then extended on behalf of the Party Central Committee and the government thanks to all the soldier-builders, Party members and other working people in South Hamgyong Province including those in Sinpho, and officials of the relevant sectors who made contributions to the implementation of the Party decision and the development of the country by creating such a valuable treasure for the country and people.
He went on:
We are faced with struggle tasks greater and more gigantic than the undertakings we have done. Officials, technicians and employees of the Sinpho City Offshore Farm should revitalize offshore aquaculture by drawing on the good experience gained in the first year’s sea farming, continue to play the vanguard role in transforming the structure of the fishing industry on this basis and carry on business management methodologically so as to powerfully guarantee the development of the regional economy.
Our country with a long coastline has a number of coastal cities and counties, and our seas are clean and their ecological conditions are very good, so it is necessary to conduct farming and culture on a large scale in coastal areas by utilizing these favourable conditions. The creation of new experience in large-scale aquaculture in Sinpho, which had been famous as a leading city in fishing, gives confidence that it is possible to restore and develop the fishing industry of the country with offshore farming as the main domain in the future.
Recalling that the recent plenary meeting of the Party Central Committee discussed in earnest and decided to build another offshore farm as a model in the other area on the basis of the experience gained in the construction of the Sinpho City Offshore Farm, he stressed that the offshore farms to be built in the future should be more advanced than that in Sinpho and they should fully conform to the regional characteristics and be those that can effectively and prospectively guarantee the development of the regional economy.
He said that not only the coastal regions but also other cities and counties should make good preparations for securing the independence and driving force of their regional economic development by exploiting and utilizing their natural resources and favourable economic conditions.
Saying that our ideals, courage, strenuous efforts and creation will certainly bring us prouder assets, he sincerely hoped that the city of Sinpho would thrive and become literally a “rich city” in the era of regional transformation and prosperity and thus bring pleasure and happiness to the people in the region.
When he finished his speech, cheers of “Hurrah!” went up again to the sky in December.

The venue of the inauguration ceremony unfolding a lofty picture to be recorded in the brilliant history of regional development was filled with the absolute trust in the great Party and the great joy at and deep emotion over a new life and happiness.
All the participants paid the highest tribute and extended profound gratitude to the great Comrade Kim Jong Un who is leading the gigantic regional development revolution in the vanguard with a strong desire to pick even a star from the sky for the people.

He went round the Sinpho City Offshore Farm, together with members of the Party central leadership body and other participants.
Going round different places of the farm, including the scallop processing workshop and ultra-quick freezing, general control and sample rooms, he learned in detail about the management and operation of the farm and the processing of seafood.
He said the interior and exterior of the production building have been built well in a highly qualitative and profitable way, the soldier-builders have taken great pains and every monumental edifice representing the era is associated with the patriotic devotion and creative wisdom and talents of the Korean People’s Army always remaining faithful to the orders and instructions of the Party, calling on the soldier-builders to continue to fulfil their mission and duty as pioneers of civilization and creators of the people's happiness in the vanguard of the struggle for accelerating the historic cause of regional rejuvenation.
Looking at various products made by processing kelp, scallops, sea cucumbers, sea urchins, etc, he said that since the Party has had the splendid offshore farm built with much effort, the city of Sinpho should revitalize the operation of the farm and maximize its profitability and effectiveness so that this results in a rapid upturn and development of the regional economy and the enjoyment of a civilized life by the regional people.
Saying that another new domain of regional economic development was opened up through the completion of the modern offshore farm with surely good prospects, he noted that the eye-opening change in the Sinpho area is a clear demonstration of the validity and vitality of the Korean-style view on development and Korean-style fighting method whereby a broad avenue to prosperity is opened up by taking self-reliance and self-respect as a lifeline.
Looking round a wharf where mother- and other farming ships and submarine boats were lining up, he said with pleasure that the Sinpho City Offshore Farm really looks wonderful and that visualizing those boats entering the wharf with a full load of happiness for the citizens in Sinpho makes him already happy and gives him fresh strength.
Noting that to keep expanding successes on the basis of the precious experience gained in the construction of the Sinpho City Offshore Farm is of great significance in dynamically accomplishing the historic cause of regional development into which the Party channels the greatest effort unprecedented in history, he gave precious instructions for all cities and counties to put their regional economy on a firm basis of development by making good use of the sea in the coastal areas and mountains in the mountainous areas and by revitalizing tourism in the places with tourist resources.
As they looked round the room for education in the revolutionary history, room dedicated to the history of the farm and other places of the farm, the participants recollected with deep emotion the immortal exploits of Kim Jong Un, which started with the crucial decision to realize the centuries-old desire of the regional people and which led to the important events for the implementation of the decision. And they renewed their determination to make a tangible contribution to the national prosperity and development by single-mindedly remaining faithful to the leadership of the Party Central Committee.
The inauguration ceremony of the Sinpho City Offshore Farm held splendidly in the presence of Kim Jong Un has powerfully demonstrated the bright prospects of the new regional development policy of the Party and instilled great confidence and encouragement into the people across the country who are full of the iron will to glorify the significant year 2025 as a year of great change and victory to be specially recorded in the history of overall national development by unconditionally carrying out the important fighting tasks set forth at the Eleventh Plenary Meeting of the Eighth Central Committee of the Party.
