The Korean Central News Agency on December 23 released a report on the fact that the flood-hit areas of North Phyongan, Jagang and Ryanggang provinces have turned into ideal socialist villages.

According to the report, more than 15 000 modern multi- and single-storey dwelling houses and nurseries, kindergartens, schools, hospitals, clinics and others were newly built, more than 6 000 dwelling houses repaired and the Amnok River embankment project, river improvement and railway, road and bridge rehabilitation were pushed forward in a little over four months to spruce up the appearance of northwestern part of the country beyond recognition and, thereby, miracles were wrought in the history of construction.

The respected Comrade Kim Jong Un energetically led the whole course of the rehabilitation project, with his extraordinary resolution and steadfast will that it is the Party that the people who suffered disaster will trust and rely on the most, and that he can never disappoint their expectations and betray their trust which is as good as his life at any cost.

As soon as the flood damage occurred, Kim Jong Un went to an air base despite the heavy rainstorm by covering the inundated roads and personally guided the operation for rescuing the inhabitants on the spot, regardless of his personal danger.

As the severe damages caused by floods and heavy rain occurred one after another, he immediately convened the 22nd emergency enlarged meeting of the Political Bureau of the Eighth Central Committee of the Workers' Party of Korea to take urgent measures for the rehabilitation and made important decisions for the people's security and well-being.

The decision "On rapidly repairing the flood damage in North Phyongan and Jagang provinces" was adopted at the meeting of the Political Bureau of the Party Central Committee held on the inundated paddy field in the flood-hit area, flying the red Party flag bearing the destiny of the people.

Every item of the decision which was consistent with ardent love for the people, including the issue of urgently supplying the reserve materials for emergency disaster relief to quickly stabilize the living of the inhabitants in the flood-hit areas, the issue of making a scientific calculation of the scale of rehabilitation projects, manpower and budget and the issue of dispatching construction workforce as soon as possible and fully supplying and transporting materials, showed again the sacred mission and people-oriented character of the WPK.

Kim Jong Un went to the flood-hit areas of Uiju County, North Phyongan Province, on August 8 and 9 by train with the aid materials provided by the Party Central Committee, though he was busy with his revolutionary leadership, and took important measures for stabilizing the living of the flood victims and for the reccovery from the disasters.

During the reconstruction, an emergency system was in operation of taking all the children and students of the families of flood victims in North Phyongan, Jagang and Ryanggang provinces to Pyongyang to give them health and education service at the state’s expense and of providing aged persons, invalids, honoured disabled soldiers and nursing mothers with state benefits.

Kim Jong Un provided a powerful command force for the reconstruction and led it in the van, making continuous journeys of devoted service to the people.

In August, he attended the departure ceremony of the Paektusan Hero Youth Shock Brigade to be dispatched to the flood-hit areas of North Phyongan Province and highly praised the heroic deed of the young people and warmly encouraged them in his historic speech.

While giving field guidance to the flood-hit areas in Uiju County, North Phyongan Province, several times, he clarified important guidelines for prospectively expanding and accelerating the recovery project in favour of further advance, including the issue of preferentially supplying materials and equipment needed for the project  in time by meticulously organizing transport, the issue of speeding up framework construction to the maximum and raising the quality level of final process of construction and the issue of improving surrounding environment and carrying out afforestation properly in ornamental and practical aspects, given that civilized and modern residential quarters would be built.

The number of designs that he personally examined and perfected while reflecting the minds of the people suffering from the loss of their houses in every line and dot is more than 540 pieces.

Under his energetic guidance, new standards were created from the formation of town to every structure, road facility, such visual information aids as slogans and watchwords and illuminations, and the landscaping was carried out on a high level in good harmony with the mountainous areas.

The irresistible strength of all the people who turned out in response to the call of the great Party Central Committee with patriotism and loyalty was fully demonstrated on all fronts of reconstruction projects.

The whole country turned out in the drive for recovering from flood damage, keeping pace with the ardent call of the Party Central Committee and its patriotic breath consistent with the spirit of devoted service to the people.

Powerful construction forces including the regiments of Party members from the capital city and other areas across the country, the Paektusan Hero Youth Shock Brigade and units of the People's Army were rapidly dispatched to the reconstruction sites after significant kick-off meetings were held and a lot of mechanized means and building materials were sent to the areas.

The huge front of recovery campaign was formed amid the immensely growing militant enthusiasm of the heroic people and service personnel of the People's Army who turned out in the drive to overcome the crisis.

The construction of dwelling houses was pushed ahead with to provide the inhabitants in the afflicted areas with homes of happiness as early as possible.

The builders of the regiments of Party members from across the country, the branch of the Workers' Party of Korea and the core force of the revolution, took the lead in the construction in the spirit of stubborn offensive, regarding it as the inherent duty in life and struggle to devote themselves to defending the people's security and realizing their ideals.

 Young people who came to the construction site of dwelling houses in the flood-hit areas of North Phyongan Province, bearing in mind the deep trust that they are the vanguard in socialist construction and detachments specially dispatched by the Party, enlivened the areas of rehabilitation with youthful vigour by dint of their utmost exertion and courage and youthful efforts.

Officials and builders of cities and counties in the flood-hit areas of North Phyongan, Jagang and Ryanggang provinces finished the housing construction in a short span of time by tapping internal reserves and potentials with the enthusiasm to turn their native villages into a socialist land of bliss without fail.

The reconstruction headquarters intensified guidance on the spot while effectively organizing the work of showing the processes for generalizing the experience of advanced units and reviewing and taking strict measures to overcome the deviations revealed in quality control every day.

Thanks to the indomitable practice of all the Party members and young people, who shook the new theatre of creation, ideal "cultured rural towns" and mountain villages vividly revaled their distinctive appearance that would lead to a new urban landscape in the near future.

The People's Army, faithful to its honourable duty as pioneer of changes for the country and people and defender of happiness, made eye-opening successes in the embankment project of the island area and the restoration of railways, roads and bridges.

The heroic deeds of building model edifices symbolic of the new era in the northern border area of the country further convinced the Korean people of the pride in the spirit of irresistible force and strength of the millions of Party members cherishing the WPK's noble intention of the  devotion to the people as the inherent duty in their life and struggle, service personnel of the People's Army who have always been perfect in their sacred mission as the army of the Party and the people and the Korean youth who have always been faithful to the honourable prestige as the reliable reserves and advancing group of the Party.

The patriotic enthusiasm and devotion of the people across the country, who unanimously supported the decision of the Political Bureau of the Party Central Committee with one mind, accelerated the advance speed in the rehabilitation theatre.

The warm minds of all the people who are devoting their pure and sincere patriotic devotion to the sacred struggle for peace and prosperity of the motherland and the well-being of the people flowed to the sites for recovering from flood damage and the beautiful traits of aiding the army and the people were fully displayed.

The dynamic advance of the whole country, which has accelerated the vigorous struggle for the great victory in the reconstruction under the leadership of the Party, is a great deed that proudly demonstrated before the world where the driving power and development capability peculiar to the DPRK are based.

The wonderful and dramatic changes in the northwestern part of the country, demonstrating the will of the Party Central Committee to defend the people and the might of the great army-people unity, are the most precious gift presented by the people of the country to the December Plenary Meeting of the Party Central Committee and a crystal that proved the truth and vitality of the Party's policies at the significant watershed, when they proudly review the struggle of the proud year 2024, the stirring year of confirming the victory in attaining the goal set by the Eighth Party Congress, and greet a rosier journey of the new year.

Through the reconstruction in the flood-hit areas of North Phyongan, Jagang and Ryanggang provinces, all the people keenly experienced once again the tremendous self-reliance which is growing stronger under the wise guidance of the great Party and felt confident again that the single-minded unity of our society in which everyone helps and leads each other forward is being further consolidated in the self-supporting spirit and through the sacred patriotic struggle, the report said.
